State initiative streamlines process for moving from Level 2 to Level 3 licenses, benefiting local families and military personnel
FAYETTEVILLE — The N.C. Division of Motor Vehicles has launched a new online service that enables Cumberland County teen drivers to upgrade from Level 2 to Level 3 licenses without visiting a DMV office, a change that will save time for local families and military personnel.
The online upgrade process, enabled by Senate Bill 245, requires a two-step approach that maintains parental involvement. A parent or guardian must first log into the NCDMV payment portal to give consent, after which the teen driver completes the transaction to receive a temporary driving certificate while awaiting their new license by mail.
Commissioner Paul Tine stated the service helps “parents and teen drivers [who] no longer have to take time off work or school for a simple upgrade.” This efficiency is particularly valuable for Cumberland County’s military families from Fort Bragg, who often face unique scheduling challenges.
The change reduces the need for visits to local DMV service points such as the Eutaw Shopping Center location off Bragg Boulevard and the kiosk inside the Harris Teeter on Raeford Road, potentially easing wait times for all customers. The rollout follows recent online renewal expansions that have processed more than 32,000 transactions in their first four weeks.
This practical approach to government service delivery maintains appropriate safeguards by requiring both parental authorization and teen participation, respecting the family’s role in the licensing process while streamlining bureaucracy.
